How to Read Your Water Quality Report (And What to Do About It)

Every community water system in the US is required by the EPA to send customers a Consumer Confidence Report (CCR) once a year. Most people throw it out or miss the email entirely. That's a mistake — your CCR tells you exactly what's in your tap water and whether it meets federal standards.

Here's how to read it in under 10 minutes.

Where to Find Your Report

  • Mail or email: Most utilities mail it in July or post it online. Check your water bill for the utility name and website.
  • EPA's database: Search by zip code at epa.gov/ccr.
  • Utility website: Most post a PDF under "Water Quality" or "Annual Report."

If you're on a private well, there is no CCR — you're responsible for testing your own water. The EPA does not regulate private wells.

The Key Sections to Read

1. Where Your Water Comes From

The report identifies your source: surface water (rivers, lakes, reservoirs), groundwater (aquifer), or a blend. This matters because:

  • Surface water is more vulnerable to agricultural and industrial runoff — PFAS, nitrates, herbicides
  • Groundwater is more likely to have naturally occurring contaminants like arsenic, radium, and fluoride in certain regions

2. The Detected Contaminants Table

This is the most important section. It lists every regulated contaminant detected, with these key columns:

  • MCLG (Maximum Contaminant Level Goal) — the health-based target; often listed as 0 for carcinogens
  • MCL (Maximum Contaminant Level) — the legally enforceable limit
  • Level Detected — what was actually found in your water
  • Violation? — Yes or No

What to look for:

  • Any contaminant where Level Detected is close to the MCL — that's a concern even without a formal violation
  • PFAS compounds: listed as PFOA, PFOS, PFHxS, PFNA, or "sum of PFAS" — new EPA rules set MCLs at 4 ppt for PFOA and PFOS
  • Lead and copper — reported as the 90th percentile result from home tap sampling across the distribution system
  • Arsenic — especially relevant in Arizona, New Mexico, and the Southwest
  • Nitrates — MCL is 10 mg/L; above 5 mg/L is worth filtering if you have infants
  • Disinfection byproducts (TTHAMs, HAA5s) — formed when chlorine reacts with organic matter in the water

3. The Violations Section

If your utility had any violations during the year, they must disclose them here. A violation doesn't always mean dangerous water — sometimes it's a monitoring or reporting failure. But a health-based violation (where a contaminant exceeded the MCL) is serious, and the utility is required to notify you separately and promptly.

4. Unregulated Contaminants

This section lists contaminants the EPA is monitoring but hasn't yet set enforceable limits for. PFAS appeared here for years before the 2024 rule established MCLs. Chromium-6, microplastics, and 1,4-dioxane are currently unregulated at the federal level — if they appear in your report, take note even without a violation flag.

The Gap Between "Legal" and "Safe"

A critical point: meeting federal standards does not mean risk-free water. MCLs are set based on what's technically and economically feasible at scale — not purely on health risk.

PFAS MCLs were set at 4 ppt even though the EPA's own health advisories suggest near-zero risk only below 0.004 ppt. Lead's MCLG is 0 (meaning no safe level exists), yet the enforceable action level is 15 ppb. Your CCR is the minimum floor of disclosure, not a clean bill of health.

A Note for Arizona Residents

Arizona CCRs often show detections of arsenic and uranium (naturally occurring), chloramine (Phoenix and Tucson both use it as a disinfectant), and in some areas, PFAS from legacy fire-training sites near military bases. If you're in the Phoenix metro, look specifically for:

  • Arsenic (natural; common in rural and well-water areas)
  • Chloramine and TTHAMs (Phoenix uses chloramine; byproducts are regulated but worth filtering)
  • PFAS if your water comes from a source near Luke Air Force Base or other training facilities

What to Do Next

Spend 10 minutes with your CCR once a year. If you see PFAS, arsenic, lead, or elevated nitrates — even below the MCL — that's your signal to add a filter.
